instructions:

from the above link...
find: "try it now" & click the blue link below
{that should take you to your dashboard}
find the box that says:
 "Make Blogger in Draft my default Dashboard"
click it.

click on: "Design" under your blog name
{should take you to your layout view}
find "Template Designer"
{next to "Pick New Template"}
click it.
